I recently heard a talk that the the US was actively planning a war with Japan from 1897 to 1945, prompted by a book, The Influence of Sea Power Upon History, 1660-1783 by Alfred Thayer Mahan (Dodo Press) that everyone (US, Japan, Germany, Britain) read and followed as a blueprint.
